Kuldeep Kumar belongs to 1985 batch of the Indian Police service. During his over three decades of service, he has held extremely challenging assignments in state police, the Intelligence Bureau, the Central Industrial Security Force and served with distinction in insurgency prone states of Assam, Tripura and Jammu & Kashmir. He has also served in a prominent Public Sector Unit as the CVO.
He holds postgraduate degrees in Politics from Monash University, Australia; Security and Organizational Risk Management from Leicester University, United Kingdom; and English literature from Kurukshetra University, India. He has qualified the FBI National Academy program at Quantico, Virginia (USA) and received Australia Leadership Awards (ALA) scholarship for research on counterinsurgencies and authored a book Police and Counterinsurgency : The Untold story of Tripura’s COIN Campaign (Sage Publications India , 2016). He is a recipient of the Indian Police Medal for Meritorious Service and Police (Internal Security) Medal.
Kuldeep retired in the rank of Director General of Police in 2018 and currently resides in Delhi.

He authored and published his autobiography ( Sravukalkoppam Neenthumbol )  in 2017. He has also authored books such Karyavum Karanavum, Enikku venda Keralam, Avasanathe Sakshi, Rajavu Nagnananu, on Socio Political contemporary issues

1. Dr. Ish Kumar, an officer from Indian Police Service, retired as Director General, Vigilance & Enforcement from Telangana state. At present he is working for internal police reforms to make it people friendly & accountable.

During 33 years of service in Police Department in the States of Manipur, Andhra Pradesh, Telangana and Government of India, he has developed expertise in fields of Internal Security, Maintenance of Law & Order, Criminal Justice System, Scientific Investigation, Community Policing, Governance, Training and Research.

4. After completing his doctoral studies in Plant Genetics with distinction from IARI, New Delhi in 1986, he did P.G. Diploma in Human Rights Law, International Humanitarian Law & Refugees Law (Gold Medal) from Indian Society of International Law, New Delhi (2009).

5. He has published research papers in reputed journals, wrote chapters in AP Police Manual & BPR&D Manual, compiled 3-4 compendiums (Police Welfare, Police Training, CCTNS etc.) & also edited 2 journals (TSPA journal, NCRB journal).

He has presented 8 papers in national and international conferences and delivered more than 80 talks, inaugural and valedictory sessions and participated in number of workshops, panel discussions on National Security, Criminal Justice system, Drug Law Enforcement, Economic Offences, CCTNS, Juvenile Justice, People Friendly Policing and Human Rights etc.

7. For his exemplary services, he was awarded President Police Medal for Distinguished Service in 2011; Internal Security Service Medal in 2004 and Indian Police Medal for Meritorious Service in 2002.

8. He also won First Prize in Prime Minister Silver Cup Essay Competition 2014 on leadership Crisis in Policing and Union Home Minister’s Trophy for Best Training Institute (Gazetted Officers) to Telangana State Police Academy, Hyderabad 2016 (as Director)

9. He is associated with National Police Mission, BPR&D, New Delhi (2010 to 2017), Indian Police Foundation, New Delhi as Director for Centre of Internal Police Reforms since 2017, NHRC as Special Rapporteur (2019-20), Senior Research Fellow Human Rights, Institute of Social Sciences, Delhi (2020-21), Advisor (Prison TNA), Haryana Institute of Public Administration, Gurgaon, ( 2021 onwards)
